Long-Awaited Redevelopment Roadmap Unveiled
After years of anticipation, the blueprint for revitalizing two of Hong Kong's veteran public housing communities has finally arrived. The Hong Kong Housing Authority (HKHA) announced today (30th) that it will present detailed clearance and rehousing proposals for Sai Wan Estate and Phase 1 of Ma Tau Wai Estate to the Central and Western and Kowloon City District Councils next month.
This announcement brings clarity and good news, particularly regarding the speed of the transition. For Sai Wan Estate, the authority proposes a "one-go" clearance and relocation operation in 2029. Post-redevelopment, the site's capacity is set to jump from the current 636 units to approximately 1,100 modern homes.
Meanwhile, the Ma Tau Wai Estate project has seen a significant efficiency boost. The original three-phase plan has been streamlined into just two phases, slashing the total relocation timeline for all residents from 14 years down to a mere 7 years. Households affected by the first phase of clearance are scheduled to move in 2028. Once fully redeveloped, the estate will supply around 4,000 units, doubling its current capacity.
Sai Wan Estate: Moving Together, Staying Together
The HKHA has confirmed that ample resources have been set aside for displaced tenants from both estates. A key highlight for Sai Wan Estate residents is the strategy to relocate everyone in a single batch around 2029.
This thoughtful approach allows all affected households to move simultaneously to the nearby Kah Wai Man Road Phase 1 public housing project. By keeping the community intact, the plan preserves the warm neighborhood bonds and the strong sense of belonging that residents have cherished for decades. The redevelopment will ultimately provide a supply boost of about 460 additional units, helping to house more families in need.
Ma Tau Wai Estate: Accelerating the Change
Responding to the community's desire for a swifter process, the HKHA has optimized the Ma Tau Wai Estate plan. To facilitate the faster timeline, the authority is incorporating resources from the new San Mei Tung Estate public housing development alongside the To Kwa Wan Road project.
This injection of resources allows the redevelopment to be consolidated from three phases into two, cutting the waiting game in half.
* Phase 1 Details: This covers Yang Kui House and Shui Sin House. Residents here are expected to relocate in 2028.
* Phase 2 Details: The timeline for the remaining blocks will be announced in due course.
Currently housing over 2,000 units, the transformed Ma Tau Wai Estate will eventually offer nearly 4,000 units, significantly easing the local housing shortage.
Flexible Options and Financial Support for Tenants
Understanding that every household's situation is unique, the HKHA is offering flexible compensation packages. Affected tenants will receive a removal allowance. Furthermore, eligible single persons and two-person families—regardless of age—can opt for a "Singleton / Doubleton Allowance in lieu of Rehousing."
This cash alternative is designed to offer freedom of choice. For instance, elderly residents might prefer to use the funds to move into a residential care home, retire to the Mainland, or live with their children.
For those dreaming of homeownership, there is another attractive path. Tenants affected by announced clearance operations who wish to buy rather than rent will be given priority. They can opt to purchase subsidized sale flats (SSFs) launched before their target clearance date, enjoying a priority status in the flat selection process over other applicants.
Committed to a Smooth Transition
The HKHA emphasized its commitment to safety and tenant welfare. Regular assessments will continue to ensure the aging buildings remain safe for habitation until clearance. To assist with the big move, Community Service Teams will be established specifically for Sai Wan and Ma Tau Wai Estates. These teams will maintain open lines of communication and provide hands-on support—especially for elderly residents—guiding them through the relocation process and helping them settle happily into their new environments.
